I don't imagine this will ever be a feature.  CephFS and RadosGW have fundamentally different goals and use cases.  While I can think up a way to map from one to the other and back, it would be a very limited and frustrating experience.

If you're having problems with MDS stability, you're better off fixing that than trying to access the data via RadosGW.

No, MDS and RadosGW store their data in different pools.  There's no way for them to access the other's data.

All of the data is stored in RADOS, and can be accessed via the rados CLI.  It's not easy, and you'd probably have to spend a lot of time reading the source code to do it.
