ceph tgt iscsi target can be discovered but not active.

Dear all ,
i have install tgt from  http://ceph.com/packages/ceph-extras/debian
have create pool and image for iscsi.
but when i want to connect this iscsi from windows 2008 iscsi initiator,
can find, but status is not active . i do not know why?

############ some step i made for  ceph iscsi target #####
rbd create volume20G --size 20480 --pool iscsi


root at ceph-admin:~# rados -p iscsi ls
volume20G.rbd
rbd_directory

vi /etc/tgt/targets.conf
<target iqn.2014-07.ceph-admin.lab.com:volume20G>
    driver iscsi
    bs-type rbd
