For the benefit of anyone that was sitting on the edge of their seat waiting for me to figure this out, I found that indeed I had done something stupid. Somehow I managed to miss the warning highlighted in red, set apart by itself and labeled "Important" in the documentation. I had not turned off FastCgiWrapper in /etc/httpd/conf.d/fastcgi.conf. Fixing that made everything work just fine. Thanks to all who offered help off list!
