It seems good with master branch. Sorry about the confusion.

On a side note, is it possible to create/access the block device using librbd and run fio on it?

Okay, so it's creating the image in the data pool because that's what you told it to. Are you saying it seems hung, or just slow?

Did you wait for qemu-img to finish?
