Running ceph-create-keys -i cm as ceph results in the following line being repeated forever:

admin_socket: exception getting command descriptions: [Errno 13] Permission denied
INFO:ceph-create-keys:ceph-mon admin socket not ready yet.

Running sudo ceph-create-keys -i cm results in the following:
