This was an oversight: the newer (backported) version of libcurl should be included in the release repo. Gary is updating the repo now. The reason we did this is actually to get the dumpling build against the newer leveldb. The precise version has a few annoying (though rare) bugs, and more importantly does not support caching properly. For clusters of any size this can become a performance problem, particularly when the cluster is stressed (lots of OSDs catching up on OSDMaps). For one cluster we were forced to use the gitbuilder build to speed things up, and expect that other dumpling users will hit the same problem.
