Looking at this review, it seems the SSD and spinning disk are in a
flat LBA address space:

So I guess that the Windows utility just submits SET MAX ADDRESS to
reveal the hidden (spinning) area of the disk.
I'll have to get some to see, but a 3.5" 4TB version would surely be
perfect in this case for Ceph OSD!
