What happens when you try both failing commands directly on that host?

First the `sudo service ceph start mon.cephfs1` and then

`ulimit -n 8192;  /usr/bin/ceph-mon -i cephs1 --pid-file
/var/run/ceph/mon.cephs1.pid -c /etc/ceph/ceph.conf `
