I don't think it should be used that way. If you want an image where you can simply play with Ceph I'm ok with that for testing purposes, but an Image which you actually take in production? No I'd rather not.
Also, who's going to maintain it? Everybody around the Ceph project is kind of busy with Ceph itself, so I don't see a lot of headroom for doing something like this.
I'd suggest you create a Ubuntu image for yourself with the Ceph packages installed, after spinning such an image up it's a matter of minutes before you have a running Ceph cluster using ceph-deploy.
