Is reading the nearfull off 'ceph pg dump' the correct way of viewing?

Hi all,
I am trying to change the mon osd nearfull / full ratio. Currently, my
settings are these:
# ceph pg dump | head
<snip>
full_ratio 0.95
nearfull_ratio 0.85
I edited ceph.conf file and added the configuration options, following
instructions at
http://ceph.com/docs/master/rados/configuration/mon-config-ref/
[global]

mon osd full ratio = .60
mon osd nearfull ratio = .50
I restarted all the mons, but the full_ratio and nearfull_ratio still
does not change, as shown from ceph pg dump.
These are options read on a per-monitor basis and they won't affect all monitors if only changed on a single monitor's ceph.conf.
