Yes, you will need Ceph installed to be able to use user-space commands like the "rbd" tool.

Yes, you can do that. If you haven't got ceph.conf on the client, you'll need to give the "-m" parameter to rbd in order to specify the IP-address of a monitor node to connect to.

If you use cephx authentication, the client will also need a file containing the secret or a keyring.
