Unfortunately not right now. There's a ticket for it:
http://tracker.ceph.com/issues/3454, and there are some new
contributors who might be interested in it so highlighting your
interest can't hurt to move it along. :)

This isn't my area of expertise, but I'm told that you probably mean
the RANGE header and we do support that for partial content downloads;
for uploads are you talking about something like the manifest objects?
