These keys are created by the ceph-create-keys script, which should be launched when your monitors are. It requires a monitor quorum to have formed first.

In an attempt to debug this, I looked through the ceph-deploy code and tried to understand why this happens. Unfortunately I only found code which tries to read the bootstrap keyrings but I did not find anything which creates them. Although this is compatible with the above error message, I am a bit surprised about this. Can someone point me to the place where /var/lib/ceph/bootstrap-{osd,mds}/ceph.keyring are supposed to be created?
