Error EEXIST: osd.0 exists but secrets do not match

Hi all,
    I'm using ceph-disk to create OSD on ceph mimic(13.2.2) version.

	It always hit below errow when activating the disk partition:
		command:
		0) /usr/sbin/ceph-disk --verbose --log-stdout prepare \
		   --filestore --cluster-uuid f0210ef3-ec4b-45a5-8629-6942f48cf536 \
		   --osd-uuid b1a686ee-ba15-4e26-b1db-68d5f4b0f016 \
		   --fs-type xfs --zap-disk /dev/sdb
		1) ceph-disk activate /dev/sdb1
		log : Error EEXIST: osd.0 exists but secrets do not match

    Could anyone give some suggestion to debug this problem?
