ceph balancer module upmap mode problem

After I adjusted the mapping of PG with upmap mode, I restarted all OSD, and found that the mapping of PG became unbalanced again. However, after I adjusted with crush-compat mode, I restarted OSD and still maintained the adjusted mapping. What is the situation?
