FWIW, we’re running 12.2.2 and have seen the lead mon’s memory usage balloon (eg. to 80+GB) when another mon reboots or restarts.  Whether memory consumption is the cause or a symptom I’m not sure, but often when this happens the affected mon becomes sluggish for a short time and slow requests pile up.  When the heap is examined, it’s all in the freelist.
