Refining orchestrator CLI

Hi all,

The orchestrator_cli module was implemented very quickly for dev/test
purposes, but it's probably going to be useful to have a real CLI for
all this stuff.  Here's a working document:

This is also proving a useful way of shaking out remaining questions
about the orchestrator interface itself (i.e. orchestrator.py), so
there's a bunch of discussion along those lines too.

Apologies for the awkward tool (google drive), which doesn't let me
make a link that "just works" for people outside redhat.com -- I'll do
my best to click the button promptly when people request access.

As always all input is welcome.
