This is an interesting changeset in the 4.19 Linux Kernel https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=2d1b138505dc29bbd7ac5f82f5a10635ff48bddb The 4.19 will reduce the CPU overhead increase by the mitigation of Spectre when handling network packets.
