that's also my impression. unless mgr is configured with
"-DMGR_PYTHON_VERSION=3.x",
we don't have python 3.x as runtime dependency.

per Pavani, she will work on an alternative of `with_argparser`. see
https://github.com/ceph/ceph/pull/23500#discussion_r209156786 .
