Lately I've been triggering a lot of Shaman/Chacra builds on jewel and
wip branches derived from jewel.
Normally, each time a build is triggered, the result is six flavors:
"default" and "notcmalloc" for CentOS, Trusty, and Xenial, respectively.
Some days ago (not sure exactly when), I noticed that Shaman sometimes
excludes the Trusty flavors, resulting in only four builds. For example:

This only happens some of the time, not all.
( Should anyone have doubts whether the above branch really is based on
jewel, please refer to

and compare with https://github.com/ceph/ceph/commits/jewel )
Any ideas how to fix this? I'll try to schedule a teuthology run on this
branch tomorrow, but I expect it to fail if the Trusty builds really are
missing.
