changes managing "nightlies" schedule

Until now the "nightlies" schedule had been manually managed (crontab
-e) on teuthology machine.

This issue [1] has been addressed (thanks to David!)

>From now on any changes/requests to add/remove/modify  the "nightlies"
schedule should be handled as any other "code" related change via
github modifying crontab file [2], and filing a PR.

Dev leads - pls review the schedule and suggest any modifications.

PS: The "nightlies" schedule is also published in the ceph tracker [3]
