since yesterday, all "make check" runs of PRs started to fail. it's due that the new version of pip dropped the support of --use-wheel option now. https://github.com/ceph/ceph/pull/21159 is posted to address this issue. so before that change gets merged you might want to include it in your PR or wait until PR#21159 is merged. i think we will need to backport that change to luminous.
