I will add a case to check if the issue still exits from Kraken ->
luminous upgrade, you could try the
below workaround if mgr key is corrupt (i,e key: AAAAAAAAAAAAAAAA )

"ceph auth del client.bootstrap-mgr ; ceph auth get-or-create
client.bootstrap-mgr mon "allow profile bootstrap-mgr" >
/var/lib/ceph/bootstrap-mgr"

If the key is not corrupt you could just rewrite new key on disk for
issue similar to
https://www.spinics.net/lists/ceph-devel/msg37911.html

sudo ceph auth get client.bootstrap-mgr > /var/lib/ceph/bootstrap-mgr
