Since it is a backport of https://github.com/ceph/ceph/pull/13213 which is not yet merged in master, it is unlikely to make it to 10.2.6. Not impossible but things would have to move unusually fast for that to happen ;-)

The last one is of particular use (for us at least) - it could help reducing the time the cluster needs to recover while still serving I/O to clients -- of which we have a whole lot. In the past it was the throttler which was limiting us, and not the cluster itself, we could change the throttler values but that required an OSD restart... which was unacceptable because that would induce even more recovery.
