Sorry to be late to party. In my case, I wasn't providing --with-radosgw to configure script *and* I had no fcgi and fcgi-devel (CentOS 6) installed on build nodes, which was extremely confusing for me since it built fine day earlier and next day only on other node. I assumed it was something on my side so I wasn't sharing any details. Installing fcgi and fcgi-devel fixed things for me, but note that's CentOS 6. (In unrelated news, it's scary to see that a link shared on IRC channel gets indexed by Google so quickly...)
