I use:

[osd]
  osd disk thread ioprio class = 3
  osd disk thread ioprio priority = 0

You’ll need to use the cfq io scheduler for those to have an effect.

FYI, I can make scrubs generally transparent by also adding:

  osd scrub sleep = .1
  osd scrub chunk max = 5
  osd deep scrub stride = 1048576

Your mileage may vary.
