As root:

# cd /etc/yum.repos.d/

create a file "atrpm.repo" with you favorite editor and put the following:

[atrpms]
name=CentOS $releasever - $basearch - ATrpms
baseurl=http://dl.atrpms.net/el$releasever-$basearch/atrpms/stable
gpgkey=http://ATrpms.net/RPM-GPG-KEY.atrpms
gpgcheck=1

I'm not using ATRpm so i can test it :(.
