Try setting it like this:

   fudge   127.127.1.0 stratum 10
   server 127.127.1.0 prefer

And make sure that there are no other "server" lines in the config.  I
haven't tried this myself, but if you don't have any other servers
listed, then it shouldn't waste any time waiting on them.
