I know the m4 processor is very picky that things are in order..

The general rules are that the order should be:

VERSIONID
OSTYPE
DOMAIN
FEATURE
local macro definitions
MAILER
LOCAL_CONFIG
LOCAL_RULE_*
LOCAL_RULESETS

If they get out of order, the m4 processor drops stuff
