hald is a service provided by the hal (hardware abstraction layer) package, that allows you to set up hardware (such as a keymap for multimedia enabled keyboard) and allows user-space applications to access and manage hardware such as Xorg, rhn_register, and likewise.
On desktops such as GNOME or KDE use this service to allow users and applications to manage available hardware resources. A typical example would be to allow a user to auto-mount removable media when an MP3 player is connected.
