As Eero said, you need to make sure something is listening on that port.

Try: netstat -ant and look for:

Active Internet connections (servers and established)
Proto Recv-Q Send-Q Local Address               Foreign Address
     State
tcp        0      0 0.0.0.0:4965                0.0.0.0:*
     LISTEN

or pipe it to grep if the server is busy (netstat -ant | grep 4965)
