If you look at /etc/init.d/snmpd, you see:

  OPTIONS="-Lsd -Lf /dev/null -p /var/run/snmpd.pid -a"
  if [ -e /etc/sysconfig/snmpd.options ]; then
    . /etc/sysconfig/snmpd.options
  fi

So you have 2 ways to add your '-D' option...
