was the system you're recovering built with a /boot and a seperate / ?  
thats not uncommon.

if thats the case,     mount /dev/sdb2 /bootpartition && mount /dev/sdb1 
/bootpartition/boot
then try the chroot again.  (I'm assuming /dev/sdb2 was the root and 
sdb1 was the /boot)
