What are the error logs showing?

A more conventional way on CentOS systems to restart the httpd service
is either:
/sbin/service httpd restart
or even:
/etc/init.d/httpd restart
You haen't said if installing mod_python is the only thing you've done.
Have you checked the error logs at /var/log/httpd?
