What I should have said was that zoneminder does not appear to be in the repositories. Unfortunately, I obviously did not look for ffmpeg. In trying to bypass my problem, I went to the ffmpeg website and downloaded their source code and was able to get it installed. However, I still can not get zoneminder to install. I wonder if zoneminder is expecting something that would have been provided by the rpm install instead of what I did?
