First, please do not top post in this forum / on this list.

Second, try this:

dd if=/dev/zero of=/dev/null <some huge number of blocks>

and see if that drives your cpuspeed up.

BTW, how are you checking the cpuspeed?  Are you looking at /proc/cpuinfo?
