    Ian's previous post about setting variables in /etc/sysconfig/httpd is
    correct. Define the vars in /etc/sysconfig/httpd, and make sure you
    export them there.

    This is the intended use and the 'redhat' method.

Did you try this instead of every other idea you have proposed?
