rtc in /proc/interrupts

Hi - I am using centos 4.6 on an ebox 4300. Everything seems to be working except the /proc/interrupts rtc is always constant. On other machines the rtc (which ztdummy from asterisk) is always incrementing.
the uhci_hcd and ehci_hcd are both running.

What can cause this?
