installing as a user, should the flash-plugin not go into your ~/.mozilla dir ?

Also, sitewide plugins are better in
/usr/lib/mozilla/plugins/ which comes from the xulrunner rpm.

Atleast, thats the way I look at things, what am I missing here ?
