I suppose rpmdevtools is only available from EPEL.  But the following
procedures will do the job:

cd
mkdir -p rpmbuild/{BUILD,RPMS,SOURCES,SPECS,SRPMS}
echo "%_topdir %(echo $HOME)/rpmbuild" > .rpmmacros

Then as root, yum install rpm-build
