Why does 'test -f' and 'test -e' return true on a (hidden) file that doesn't exist?

cat: /home/talberts/.forward: No such file or directory
*> test -f /home/talberts/.forward ;echo $?*

*> test -e /home/talberts/.forward ;echo $?*
1
