arp_filter

Hello all,

I have an annoying networking issue.  The value of arp_filter
is getting changed.

/proc/sys/net/ipv4/conf/eth0/arp_filter
1

I specifically set it to 0 via /sbin/ifup-local.
The hosts in question are setup to test some network gear, and they
all have 1 "management" interface and 1 or more through put interface.

Any ideas on how to keep this value from changing?
