I'm going to chime in on this.

on my up-to-date CentOS 5.1 x86_64

yum whatpovides system-config-printer-tui

only lists setuptool

and setuptool only includes
/etc/setuptool.d/99system-config-printer-tui

the system-config-printer package does NOT include /usr/sbin/system-config-printer-tui

I admit I ran it on my CentOS 4 system. But system-config-printer might be a dependency. Either way, the fishing is better when you do it yourself anyway!
I finally had a chance to try on my C5 server, and I guess upstream in its infinite wisdom must have removed it. I guess you can always try ;
