It means something's misconfigured.  Can you post
the contents of /etc/sysconfig/network-scripts/ifcfg-eth1 ?

Do you want this NIC to be on or off ...

If you want it off, set ONBOOT=no

If you want it on, you will either need to turn on DHCP or assign a static address.
