What about firewall rules ?
# iptables -L

Did you tries do login localy ?

# telnet localhost 25
...
# telnet localhost 110
..
# telnet localhost 143
..

Remotly ?

# telnet 192.168.0.40 25
...
# telnet 192.168.0.40 110
...
# telnet 192.168.0.40 143
...

Did you in your logs ?
