The setenv command is used in csh and its descendants.

The corresponding command(s) that works on /bin/sh, bash, ksh, etc.  is:

# this works on /bin/sh and all it's children
PAGER='vim'
export PAGER

# this works on most, but not all
export PAGER='vim'

One can also use something like:

PAGER='vim' some_command
