humm, i wonder why - perhaps a broken repository somewhere, pm-utils ?=0.99.3-6
is in th /5/ base repo.

Thanks. Having a look at http://mirror.centos.org/centos/5/updates/i386/RPMS/ there is indeed no pm-utils matching that version.
