I do not know what that is or does ... but if the problem is permissions
... why not do this for testing:

chmod o+rx /opt/hp
chmod o+rx /opt/hp/hpmouse
chmod o+rx /opt/hp/hpmouse/hpmouse-helper

That should allow access from everyone if it is a simple permissions
only issue.
