You can do most of the administration tasks from the command line and some of the system-config tools have curses versions, but there is no curses-based utility to glue them together. Note, however that you can run the X based versions remotely over ssh without having X running on the server itself - you only need the X libraries installed. For example if you 'ssh -Y server' from an xterm window on your local desktop, log in, and run 'system-config-network', the GUI network config tool will open on your desktop.
