Because RPMs are compressed already, and almost everything on a CentOS
install disk is an RPM.
I tried compressing the bin DVD here with bzip2 -9 and saw a size

Running mkzftree on the non-rpm and non preboot stuff might make some
sense. Makes it had to read in winders tho.
